CHAIRMAN PHILLIPS announced that HB 262-BUILDING SAFETY ACCOUNT                                                             
Was before  the committee  and asked  if Representative  Murkowski                                                              
was present.                                                                                                                    
                                                                                                                                
MS.  AMY ERICKSON,  staff  to Representative  Murkowski,  informed                                                              
members  that Representative  Murkowski  does  not support  either                                                              
proposed committee substitute.                                                                                                  
                                                                                                                                
CHAIRMAN  PHILLIPS said  that he  would prefer  the sponsor  to be                                                              
present. He pointed out that in the  "old days" the legislator who                                                              
sponsored a  bill presented it in  committee instead of  sending a                                                              
staff person  because some questions  can only be answered  by the                                                              
sponsor. He  then said he  would set HB 262  and SCR 36  aside for                                                              
another 24 hours.
